Since its foundation, Tokai University has promoted academic exchanges on the basis of the views of its founder, Shigeyoshi Matsumae. Dr. Matsumae felt that education and interchange of young people from all over the world are important factors in promoting mutual understanding and world peace. Today Tokai University maintains academic exchange agreements with nearly 80 organizations in 28 countries. A wide range of international exchange activities are being pursued, ranging from those on the academic front involving students, researchers, joint-research projects, the exchange of academic resources, and to cultural and athletic exchanges. There are also scholarships for Tokai students to study overseas, as well as to accommodate foreign students.
For over forty years, Tokai University has worked on providing quality education for international students. Tokai Institute of Global Education and Research (TIGER) offers various courses and programs including following programs for international students: 1. Japanese Language Course for Foreign Students, 2. Foreign Student Program (undergraduate), 3. Special Japanese Language Program, and 4. Sub-major Japanese Language Teaching Course (Japanese Language Instructors Program).
In 2005, Tokai University was selected as one of 20 universities and/or research institutes in Japan to receive the gStrategic Fund for Establishing International Headquarters in Universitiesh by the Ministry of Education, Culture, Sports, Science and Technology (MEXT). To respond to MEXTfs 5-year project, Tokai University has reorganized its international affairs related offices and established the Head Office of International Affairs (HIAT). HIAT consists of the International Planning and Operations Department, the International Academic Affairs Department, and the Secretariat Office. This Office oversees and promotes international activities on the university level as well as provides services for international researchers and students.
